I have a PR status with your regular ALT wages. Like most foreign residents, i was refused by all Japanese banks. I was refused by Citibank as well but my bitchy letter to them changed their mind. They decided to issue me one. It's a basic Classic type, I pay 3000 yen a year for it, 500,000 yen credit limit. However, my fluent Japanese speaker friend was able to get a credit card from JP bank no problem, and he only had a spouse visa status. So, even if they refuse you, at least send them a bitchy letter or even better, ask your Japanese wife to do so as well. It might help.
