Yes Kujukuri beach is definitely the best in the Kanto area. According to the wiki it the second longest beach in Japan. It's on the east coast of Chiba. Great for relaxing, swimming, surfing and having a great day out. The area is short on good car parks if you do happen to find a parking place then expect to pay 1000 yen per person to park there. So it maybe cheaper to get the train: Change to the Sotobo line at Chiba station and head to Oami or one of the stations after that. It can be a pain to get to Kujukuri by train but Oami is probably the most direct and the easiest to get a bus from, just outside the station. Don't forget your suncream.

If you want to get upclose with sumo wrestlers then try the beach sumo event held annually at odaiba waterfront area. They have events at various times and places around kanto. Check out the Beach Sumo Federation website for times and places.
